LONG-MOOTED plans for the construction of permanent cruise ship berths in Grand Cayman have taken a step forward after the island nation’s government released a detailed plan outline for public review. The prospectus stated that for a terminal to be realised, investment or direct involvement must come from Carnival Cruise Lines, Royal Caribbean Cruise Lines or another major line.
